The other 2 solutions were the exact same as the powder. Same with putting it under the glass. Why is it that he's able to cover the coin completely in powder but not a balloon? They're both submerged under the milk.

It's because cocoa powder is slightly hydrophobic meaning it repels water. Since there's so much powder only the top layer of cocoa powder gets wet, not the entire pile. When you use something like a toothpick and poke the top of the pile, it creates something similar to a landslide and the wet powder falls off exposing the dry power underneath. I hope I explained this well.
The language of "under the milk" in this context does mean "submerged within the milk". The balloon would have filled with milk, or the little plastic cup would have. If the balloon was tied it would count. If there was a way to keep the milk from tipping or sinking just enough that the milk got into it, then it probably would have counted. The density of the small cup matters here. Overall though, the game isn't to find "any solution" it's to find the specific one being thought of by the challenger. Schools do this a lot too, where they don't want you using any equation to get the right answer, but a specific equation solved in a specific way.
You could have also used a candle and got soot on it. Soot turns items hydrophobic, it would come out completely dry, also the other methods weren’t “ wrong “ they were all Valid. You never said there “can be only one solution” any solution could work. Using a hydrophobic powder was a smart choice but not the only one.
