1% is not a joke that one percent represents about 10-15 million deaths. In addition the only reason they have a 1% find is simply because cbsa already admits that they do not have the staff to search more than one percent of all containers. They don't even search trains at all...that percentage would be much higher if they actually were able to search the majority
