- A Romanian town on the Ukrainian border has begun installing air-raid shelters after fragments of a drone thought to be of a kind used by Russia were found nearby, while residents say they frequently hear explosions and anti-aircraft fire coming from the Ukrainian side of the border just a few hundred metres away across the Danube River.

It's quick up fragmentation sheltering above ground. Perhaps the water table is too high for underground shelters, root cellars. Or just too expensive.
This is NATO standard and same shelters was use în Afganistan/Irak. Underground shelters in this condition danț have some real justification.

More likely is that the local mayor saw an opportunity to pocket some money building something pointless with EU funds. If you follow the money you’d most likely find a company linked with the current administration.
