When not in use they could be used as foot rest, when they are engaged they are used as a kick starter for the motorcycle. if you look near the sprocket there should be a spring loaded pin that locks them in place when not in use.
You have to pull the locking pin on the left side pedal, and rotate the other pedal forward. Play with them a bit till you feel the pin engage properly or else the spring will pop the pedals out. (that's how I figured mine out.)
