I think the wafer paper is still too dry. Is your area weather dry? In this case, you need to brush more liquid to wafer paper to make it pliable. Also, some wafer paper is thick version, and that needs more liquid to soft it.
It really needs practice to control how much liquid to brush onto the wafer paper at first. It depends on the humidity locally and the thickness of the wafer paper you buy. Try to add more liquid or try to brush less, please try many ways to find a very suitable amount of liquid to brush on.
If still dry, use water instead of vodka. I am in Australia. Sometimes I will use water because it is pretty dry in summer and we only buy thick wafer paper here.
