It seems to be something of an apparition of Ms Terri, speaking to Hunter and telling him to do good for the City for her, so I don't think that's too far-fetched.

Lol as amazing as the dear hunter happens to be. The radio waves are dominated by the likes of pop music. Reality isn't always as lovely as we wish :/
