You can remove a heavily stained tiles like grout, cement, skim coat, and rust stains by using muriatic acid also called Hydrochloric Acid (HCL) just soak it for 2 to 5 mins.
basically you need:
rubber gloves
a plastic scrubber or brush
you may put it on a bottle sprayer for spotting treatment
and mask for protection against fumes
*precaution that you must not use any sorts of metal brushes because it can make gas*
*you must wash it off with water first before using metal scrubbers or brush to treat stains*
