We need a Dem majority in the House and Senate almost as desperately as we need Harris to win if we are going to get anything accomplished over the next four years. "Apply the law" should also extent to international law, if the USA wants to have any chance of defending its interests without having to resort to invoke "the threat of violence". Diplomacy is a lot easier if you have the military power but also the law on your side.
