Manufacturing makes 2000 pieces of same design with different colours combination. Changing design in these machines is not productive, so they can’t produce few pieces. Let’s say one saree cost manufacturer 1500 rupee each. He sells it for 3000 rupee each. As he is manufacturer, he sell all 2000 or 1000 in bulk. Buyer would be distributors who send pieces to many stores in his network for 6000. Now, not all pieces in store gets sold, mostly ~40% of stock gets sold, in life time. So if shop owner bought 20 pieces for 6000 rupee each, he has to sell them at 30000 initially, than with remaining at 20-30% discount, to average out investment within first few 5 pieces. More than 5 pieces he sells would be his profit… Pieces which don’t sell go for very high 60-80% discount and later remaining would be discarded. For branded cloths, mostly they remove brand tags and everything and sale for cheap as they don’t want to make wrong impression of their brand selling cloths for very low price somewhere else than their own stores.
