Player search only brings us "famous" players, so if you're seeking someone a regen who's young and fresh, he wont be located unless the off chance that you got that nation league selected or hes appeared at a high rep club
few options, literally go through all the German teams, including non league,, this could take a while, but he may have appeared as a free, in which case, literally anyone may have purchased him, try a standard player search, filtering out his attributes etc... or you could send a scout out to Germany, or anywhere, using the same filter, again, may take a while, last case (if you wish) use CM Scout to easily locate him
If you go on player search and put the stats and nationality in they will come up, much easier and quicker
