Baptismal regeneration does occur during water baptism. The word "regeneration"in the original Greek means to return something to its original state. This occurs because of the shed blood of Christ by the Holy Spirit and is what remission of sins is. During water baptism, the Holy Spirit circumcises our conscience, removing the guilt from wilful sin , returning our conscience to its original state, which is that of a childs'. In Hebrews, the writer says that under the old covenant ,the blood of bulls and goats was ineffective in dealing with " consciousness of sin" which is guilt ( Heb.10:2). The shed blood of animals only covered our guilt temporarily. That is why the Spirit of God entered the Holy Of Holies He only remains temporarily. Once our conscience is regenerated during water baptism, under the new covenant ,the Holy Spirit enters the "temple" of our body and remains there. This is the "anointing that abideth"( 1John 2:27).
He recommends against the practice because he denies that there can be repentance for serious sin after baptism. Therefore, he recommends, but does not require that baptism be delayed as late as possible so that post-baptismal sin would cause a permanent loss of salvation.

It's funny. When it comes to interpreting Justin Martyr, we are warned to not go by first glance but to make sure we guard against anachronism. But no one is told to guard against anachronism when blindly accepting Luther and Calvin's view on justification being wholely separate from all works of any kind, a view completely absent from any early church father's interpretation of Paul. But though you accept Luther's view on justification, now you want us also to ignore Luther's view on baptism, even though Peter literally says "baptism now saves you" (1 Peter 3:21) and there is no evidence of any early church father believing baptism doesn't save. In fact, the Council of Nicea literally reads "one baptism for the remission of sins."

The device of “washing(s)” is further developed by God and incorporated heavily into the Israel’s Mosaic Covenant (Exodus), marking the only genuine system of outward ceremonies that are spiritually endowed by God. In the past 20 to 25 years, the PCA and OPC increasingly have had baptismal regeneration taught.

(A person must “hear” the Gospel, and “believe” the Gospel, and will then be “sealed” with the Holy Spirit.)
Joh 14:26 But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.

Based on Luke 3:16, and John 1:33, and Acts 11:15-16, the most important thing about the word "baptize" in the New Testament has nothing to do with water. The Holy Spirit is the master teacher promised to New Covenant believers in Jeremiah 31:34, and John 14:26, and is found fulfilled in Ephesians 1:13, and 1 John 2:27. Unfortunately, many modern Christians see water/ every time they read the word "baptize" in the text.
