As a Norwegian who’s been living in St. Petersburg, Russia; normal graffiti (tags, throws and even pieces) on whatever property is usually fined right then and there for that particular incident. They also usually don’t give a shit about if you did more graff around the city using the same name or crew, as far as you pay up. You may go to the police station, sitting there for a couple of hours, but usually it’s a fine from 300-500 rubles ($30-$50?) been given before you can leave. (This ofc depends on the cops busting you). On the other hand, if you tag or put up something like for instance political propaganda, hate crime stuff or anything about religion etc, it’s a whole different story. Then you can be fined and prosecuted. I’m sorry for bad English, as I’m from Norway.
