Was billy boy (rear ended you) texting or was he just another stupid driver? He should have gotten a ticket for following too closely, the standard charge (in GA) when you rear end anyone for whatever reason. Have him fork out some money and maybe, just maybe, it will have an impression on him. I heard you say that after the investigation was over, he went zooming off and tailgating again. Dad got hit in a drive thru Starbucks about 2 years ago. Driver wasn't paying attention and backed up into us, right in front a a police officer. Driver wanted to take off without providing his information. Guys insurnace paid for everything, rental car included.
Some insurance companies require an accident report. You did exactly the right thing!
