Are commits intended as changelog entries, meaning SHOULD you rely on commit messages always, instead of using a dedicated CHANGELOG and extract the changes from there ?

Well, I guess it depends on how your commit messages are. If your commit messages are complete with everything, yet not too long or down to the single line of code changes, then I think it’s a good starting point.
It also depends how frequent you release… if you create a release every month and you has hundreds of commits… well, the release notes would be very long 😀
