How is it generating the release notes? Based on commits presumably, but how are they categorized into breaking/bug/other?

Based on merge commits. The categories can get set in the release.yml docs.github.com/en/repositories/releasing-projects-on-github/automatically-generated-release-notes#example-configuration

@@bdougie So commits without PR/merge on master will not be included, right?
