Id say you can take a bus from anywhere to anywhere in Sri Lanka . though it may be convoluted. To avoid the tarfile avoid school times and office hours. I really love pickme but sadly it only works in the Bigger cities. I avoid trains other than for trips like ella or Jaffna.

We got it with a full tank for 2 days and inclusive refill so we didn‘t have to fill up the tank. However I heard that there is extra gas for foreigners at gas station and it is a little more expensive but available
