It goes deeper than that, presumably he hacked the data in the Academy City's Databank, but the problem is that data is underestimating the high level espers. For example, they probably tested Kongo with how much she can move with her air jets and distance. But they probably have not tested the max number of jets she can create at once. Just like Mikoto is tested by shooting a coin into water to estimate her railgun, but the coin burns up at 50 meters, so Terestina thought she can only shoot 50 meters. The Academy City's tests are basically extending Level 1-3 tests on Level 4-5, which should have their own tests designed around their ability.

@@spareribbs2304 Yea, just look at Mikoto's fight against Dopplerganger. She basically created a thunderstorm with that iron sand kaiju. I would imagine a Level 5 Aero Hand would be able to control air flow in a similar way, she will able able to generate Cat 5 Hurricane level air flow and control that air flow just like Mikoto controls electricity.
She's a level 4. Really, almost all of the Level 5s and 4s don't ever go full out with their powers because most of their opponents can be defeated with lower levels of power.

To be fair, if she can launch things into the atmosphere, that's a pretty easy way to get rich. It'd still be a whole lot cheaper to pay someone than buying rocket fuel.

Well, Mitsuko is very strong for a Level 4 (sending multiton objects into space is nothing to laugh at) while also not being officially recognized as a candidate for Level 5. It's no wonder Baba underestimated her while gathering info on the run.
Which doesn't make sense in the anime in the first place, but, what can you do when you unknowingly mess up future canon by getting as much characters for SoL filler scenes in first season as you possibly can from novels and manga alike?

@@CombatSportsNerd There's also the fact that Level's are also kind mean something else: how useful they can be to the Acadamy. Despite Gunha being INCREDIBLY powerful, maybe even enough to be the #3 or #2 (heck maybe even #1!), by power alone, if he wanted to, his power is not fully understood, so he's considered number 7.
Mitsuko is very powerful, though Level 5s are orders of magnitude stronger. Accel can just turn her power against her (besides the fact she can't hurt him whatsoever); Kakine can just fuck her shit up by creating and manipulating dark matter, this one is obvious; Misaka can simply control magnetism and probably control her air by just using the iron filings in the ground, she doesn't even need her railgun or her electricity; Mugino can just shoot her down with electrons, no contest; Misaki can just control her minds, easy; and Gunha just... does anything and wins.
Level 5s also can do anything any other can do and bigger, faster, and they are just a lot smarter. Level 5s are on a league of their own.
Someone call accelerator, because this guy needs a lesson on how to be a true villain (if you know what I mean)

This guy REALLY needs to stop. This is the third time he’s been shown how awful he is at estimating his opponents power, and I’m not even watching the anime.
DarkraiKing I can understand that he thinks he’s pretty amazing with being able to create such amazing robots, but he really is just an overconfident powerless fat guy that severely underestimates everyone he fights.
Yeah, he is too confident about his ability to analyse abilities and his robots, that he's missing a lot of other factors, like their strategies, that they could just not use their full power, that their power can do him and the robots pretty easilly, powers that makes someone control him or the robots, teleporting powers, electricity powers, magnetism powers...there are many abilities that could end him very easily, as if he was but a piece of paper about to be shredded.
He also assumes that his opponents are stupid and doesn't factor in their creativity...many problems with him there are, but...in the end I still enjoyed seeing him get smashed like a bug he is

same here. It was very nice to see her change of chracter, from an annoying arrogant rich girl to a dedicated and caring friend, something she's always wanted to be in reality, but didn't know how to. She's a proud badass with a heart of gold
She's had _such_ a good character development, it's really satisfying.
Nice! The original anime series really did not do Kongo justice, especially leaving out her self realization that she's been acting off putting this entire time without realizing it and making amends. So it's nice to see one of her more badass scenes put to the screen.

In the manga at least she has a very genuine "Oh god, Is THAT how I've been coming across this whole time?" moment. This leads her to self reflect a bit and work harder to understand people from then on out, directly leading to her friendship with Kinuho and Maaya.
@@hfar_in_the_sky That's because anime (2009) relied on a single scene Mitsuko had in novels, back when she debuted in OT8 in 2006. Manga Mitsuko didn't even exist until 2011, and Railgun S tried to give her some character development that would lead to changing anime Mitsuko into manga Mitsuko, buuut... it was during Silent Party, and anime-original arcs were never particularly good when it comes to personalities.

railgun/index serie has a way to display powers that is very creative and interesting, in fact thats the only anime i can think of that show properly what it means to have electric power, and so on.

God why am I enjoying this more than Index season 3 AND even Scientific Accelerator?!
Because the studio loves Railgun more than Index.
ikr, this is by far my favorite season of the entire franchise and if they keep adapting the manga as well as they have been it will definitely stay that way.
Railgun will always be superior than any other Toaru entry.
tbh, Scientific Accelerator was rather marginal concerning the story content. The villain‘s main phrase was „meh meh mimi, imma be God, Imma reach God-like level soon with this and that and no one can stop me!“ and then accerelator swings in his dick once and she was like NANI.
But even at the very last episode she still had lines like „I WILL BECOME KAMI SAMA“. And Esther was whining 24/7. The heiress of her magical clan that uses necromancy and yet she was never shown to usr other magic than resurrection and enhancement spells?
and I still want to know how that soul could use the esper‘s power and esther‘s background...
Mostly because Index 3 had to absolutely butcher material to somehow squeeze nine mostly rather long light novels into 26 episodes, and Accel manga is so bad that, for the first time in Toaru's history, anime actually improved the source.
Kongou is by far my favourite. She’s so cute and fluffy but will fight to her last breath for the things she cares about. Love her.

@@Ben_R4mZ Yes as she and one of her clones saved it. The cat mostly shows up with the sisters, mostly the one that serial number is 10032, the clone who reoccurs the most. I could explain more but that would be spoilers.

I don't get why ppl are saying Kongou should be a level 5. I mean the level 5s are on a complete different level than everyone else in AC.
Not always, Junko is a level 4 but but her damage output is level 5 tier when she starts using her kept in strength, and even fought Gunha who is 6th and is stronger than Misaka (tho Gunha held back), but then again she's one of 3 people confirmed to be able to become level 5, and Naru from Accelerator anime is a level 4 but her powers can be seen as level 5 in power if she uses them right
Mitsuko should be at least recognized as candidate for Level 5, because Level 4s normally can't shoot multiton objects into space.
@@attackcrash655 Corrections - Gunha is 7th, and he really isn't stronger than Mikoto, it's just that his powers are really weird even for Gemstone espers standards. Junko is one of four people who are official candidates for Level 5 (others are Awaki, Rikou and Ayu). And Naru is Level 3 with Level 4 output.

The rating system ain't perfect look at touma's imagine breaker. It's one of the most OP abilities in the series with how mysterious it is. Not perfect but c'mon how is he still level 0

I love the Railgun and Accelerator series to death, I really do (mixed feelings on Index), but there's no way this man heard anything over the sound of all that debris crashing and 50 gajillion air JETS going off.
I'm sure a fan as some explanation.
It's one of the fundamental rules of the superhero genre, immortalized in, for instance, the rules of _Champions._ Exposition takes no time and can always be heard. :)
Obvious examples include Planet Namek and The World.
Additionally, watch a battle in Initial D then watch the same battle in the reboot. In the original, corners are either slowed down or implausibly lengthened in order to match with the dialogue and/or time the scenes with the music, while corners in the reboot use more straightforward cinematography.
Feel like it would really suck living in this city because of how many esper users that can easily destroy like every property and buildings LOL. Imagine how many things need to be rebuilt every day.
I like Kongo she is strong and a pretty decent character with some decent character development but she has lancer luck man.

@@depression_isnt_real Yeah, Awaki was almost level 5, but she couldn’t get over her fear of teleporting herself. Awatsuki is Kongou’s friend who manipulates buoyancy.
Also, Kongou isn’t anywhere near a Level 5 overall, but her offensive power is definitely one of the highest among Level 4s. The only others with similar offensive power I can think of are Awaki and the one from Astral Buddy who can control light and sound waves.
Lvl 5 isn't a power designation it's a designation based on useful to Alister Crowley's plan.

@@j.dgaming1694 Not counting Etsu, for obvious reasons, the only Level 5s I see Mitsuko having any chance with are Misaki and Gunha, and only via surprise or suicide (using herself as a bullet with Aero Hand; that one only works on Misaki) attacks. She doesn't dish enough damage to break through Teitoku, and Accel, Mikoto and Mugino have way too good reaction time when compared to Mitsuko's attack speed.

Kongou should be classified as a LV5 for being able to do that. I'm surprised she's not.
Its just because all the level 5s are completely ridiculous, but level 4s aren't pushovers either in fact quite a few of them have been said to almost be level 5s like the drill girl ,junko, in misaki's clique but have certain factors that hold them back.
Justic Bringing up Accelerator is kinda Pushing it don't you think? He & Kakine's are on a Completely different Realm than Mikoto, All Considering she's also a LV5 & she's only 2 Ranks away from them.
@@soralight_x I agree it isn't really fair comparing her to accelerator but misaka is one of the weaker level 5s (probably about 6th) in terms of power, abilities are based on usefulness as well as strength which is why she's ranked as high as she is.
Lvl 5s aren't based on the raw power of their abilities they're based on how they can contribute to research in Academy City, effectively their research potential.
