Wonder Woman is weird for popularity. She is without a doubt the most iconic female superhero but for the LONGEST time, she was just known for that. You can argue characters like Supergirl, Batgirl, Lois Lane and Mary Jane were more popular because they were connected to more popular heroes like Batman, Superman and Spider-Man. Another thing to also add is that DC and Warner Bros have this bad habit that superhero characters/stories in animation have to always be adapted in movie format (which doesn't always work). Personally I rather see them adapted into animated shows than films because in a TV show format you have more time to tell the story. Lastly, DC and Warner Bros need to make their animated content more mature because it doesn't have to always be either goofy or dark and edgy.

Marvel has made legit hits out of D-list characters. If Venom can do well at the box office there's no reason why Batgirl can't.

My dream Batgirl Project would be an adaptation of the early Cassandra Cain comic run, with her losing her ability to fight in exchange for the ability to speak and making a deal with Lady Shiva to train her back up in exchange for a fight to the death a year later. Add in the revelation that Shiva is her mom in that mix, and I think it would be a very awesome story.
Also on top of that, I think it would be cool to see an adapted version of "Bruce Wayne: Murderer/Fugitive" that focused on his relationship with Cassandra since the ultimate villain of that storyline was her father, David Cain, who partially was angry that Batman stole his daughter away.

Its difficult to judge when a spinoff or supporting character has reached a level of popularity that would allow them to stand on their own feet. But, we did recently get a Legion of Superheroes movie that was secretly a Supergirl movie, there were two separate projects called "Gotham Knights" that were about a bunch of characters dealing with the death of Batman, and we had a Stargirl show which I would think was impossible even a few years ago (mileage will vary on what people thought about them). So they are certainly willing to give more of these projects a shot. Maybe it would work...or maybe the cancelled live-action Batgirl movie was the closest we'll ever get to a potential adaptation.

I've said this somewhere before but regarding the infamous Killing Joke rooftop scene, interestingly I saw in a clip of an interview where Bruce Timm brings it up and mentions the music is meant to clue you in on the fact that it's a moment of two people making a mistake. I feel like the MAIN reason why people (mostly me, can't 100% say for everyone else) don't like the scene, or the idea of the romance in general, is because there is no clear confirmation for the viewer that the two characters made a mistake or are called out for it. The ONLY times I could even REMOTELY see it being taken as such is the aforementioned Bruce Timm's interview clip, and Batman mentioning to Wonder Woman in Justice League his first reason being "dating within the team always leads to disaster" then mentioning he's a rich kid with issues, LOTS of issues (then the typical "they'd use my loved one as a means to get to me" reason). Every other time I see it brought up, it feels like it comes across as a genuine romance that, at best, had a clean breakup back into being friends/coworker partners. No mention of anything being awkward or more distance caused between them or anything.
Like, I came across a reddit post that went into detail that Barb mentioning the romance between her and Bruce in Beyond was ultimately a pointless inclusion because it doesn't really impact anything, especially any reasons for her to put up the cape and cowl. The cliffnotes she gives Terry of why she dropped being Batgirl don't really seem to hinge on anything in particular being the reason, not even the romance causing any amount of possible drift (I mean come on, it was a night of passion between a maybe-step-daughter and maybe-step-dad had Babs not broke up with Dick, that isn't everyone's kink), the only thing being a possible key moment that I could gleam from that specific canon being the flashback segment of Beyond's "Return of the Joker" movie regarding what happened to Robin/Tim. Otherwise yeah for the world building as a whole, it was ultimately a pointless...point, at least in my opinion.

At the time, I thought "Why would you bet the future of any bat-project on anything not related to Batman? It should be the opposite". From what I remember, he was at near peak popularity. You could have dropped a plate of cat-food on the table, slapped a bat-symbol on it, and people would have licked the plate clean and immediately demanded more. At the same time, Wonder Woman was the "less liked girl one from the Justice League cartoon" or that "girl who spins to put her costume on from that really old TV show". Most people I knew thought she was boring and had no personality. But they thought that of everyone not on the Bat Family, Teen Titans, X-Men or with Spider at the front of their name.
If they wanted to test the waters for for female superheroes Hawk Girl, Raven, Starfire or any Bat with two X chromozomes would have been a safer bet.

I actually liked Barbara's teaming up with Black Canary and the Huntress and thought it worked well. I think to give her something solo as Batgirl I'd love to see it placed in a time before the Killing Joke, otherwise (to me) it cheapens the impact of that great story.

So, it was late summer of 1989. I was lying in bed, in an upper story room in a B&B in London, UK, jetlagged as hell. It was 5 or 6 in the afternoon. I was awoken by the sound of two little girls playing outside. One of the British TV stations had been showing Adam West reruns. Batmania, 1989 edition was still rampant, as Michael Keaton, as Batman, was still in theatres. And the little girls were playing Batgirl. Problem, they both wanted to be Batgirl. One of them said to the other, "why don't we say there are two Batgirls?" Her friend agreed.
As someone present at the Dawn of Time, 3 years earlier, I remembered Kathy and Betty Kane. I couldn't help but smile as these children, unknowingly, reminded me that Babs wasn't the first.

The world needs an unreleased, terrible Batgirl film. We cannot be denied.

From what I gather, the Batgirl movie was only "unreleasable" because it had a budget of "just" $90 million, and the thinking was that any superhero movie released to theaters needed at least another hundred million dollars worth of visual spectacle.

The first real exposure I had to Batgirl was in the Batman AS. When I started reading comics, she was Oracle (around 2001ish).
I find the "Batgirls" series you covered would be interesting, but might be too much for casual fans to explain why there are three Batgirls.
As for her acceptance, the right project can get anyone over. Iron Man, pre-MCU, was probably less well-known than Batgirl.
