In my opinion: - In India, Chief Minister of states are elected by the people while Governors are appointed by the President but nowadays a clash is often seen between state chief Minister and Governor. Such clashes often happen where both governments i.e. central and state belong to different parties. Recently, an incident has been seen in Kerala where the current ruling government has introduced a bill to remove the current Governor from the post of Chancellor of State-run Universities as the governor is not adhering to the constitutional norms. However, Mr. Arif Mohammed Khan who is the current Governor of Kerala has said that the decision for electing Governor of states as Chancellor of State-run Universities was taken with the help of national assent so the state government is powerless to challenge it. It is believed that the Governor will delay the bill as he has been a history of doing this in earlier bills such as the Kerala Lok Ayukta (Amendment) Act, 2022 and the University Laws (Amendment) Act, 2022. The Supreme Court has recently refused to give approval to appoint VC to the A.P.J. Abdul Kalam Technological University, underlying that the proposal has not followed the UGC norms and the search committee as well. Whatever things are happening in the state create a big problem to fresh graduates as they have not got their degree certificates yet. There can be no denying that the constitution gives different powers to both of them so they must work on adhering to the constitutional norms instead of making intervention on each other. Besides, at present, the only solution to the issue is to take suo motu action by the Supreme Court and announce its verdict on priority so that fresh graduates can continue their studies.
