not to sound insulting, but you don't need to go through all the trouble to do the user account picture. Simple way is get the picture you want, go to change picture, browse, and find the picture wherever you put it (probably will be in downloads if you saved it off the web)
Quick extra info: I know that the background file for the logon screen needs to be under 250Kb. If it's over, then shrink the picture. Re-enlarging is not always necessary, but experiment, just in case. If your using 'paint' then change with the pixel setting, and remember or record the original pixel setting (keeping the aspect ratio box ticked). I'm not sure on paint if it needs re-enlarging as I used 'windows live photo gallery' (re-enlarging not necessary).
I'm running ultimate and it works for me, one thing I missed first go around with this was naming the image properly, I named it background instead of backgrounddefault ... also are both machines completely up to date? if not you might be missing an update on one machine that limits the size of the logon screen image.

You forgot one very minor but very crucial detail. The file size of the picture must be 256Kb or less or it won't work. Please vote this up. Bet it will solve some problems.
now, 3 months later, i decide to change my login background again, but when i took out my old new background, renamed my new new background, and put in my new new background into the folder, my login background turned into the original, default picture...
heh, i forgot about this comment... i actually turned on my computer a few weeks ago to find that the login background was a default windows one, and the RegEdit file was turned to zero... but then i could change it to whatever i wanted again :)
Sorry but i have tried this .it won't work..after double click OEMBackground black a pop screen was appeared where in value data column 0000 0 ..has written..last 0 is only editable therefore i use my backspace key on my keyboard but delete the zero and put 1 on that place but it appears with 0..(i.e 0000 10) after that i close it and do as you instructed..but unfortunately i failed..what should i do?

alright, when i get to the oobe folder, it isnt called oobe, its OobeFlder.dll and it wont allow me to access it. it has a pop up screen that says open with... then from there im lost! Please help :/
Maybe the steps in this video are for windows 7 32 bit instead of windows 7 64 bit because I saw near the System32 folder shown in this video there is no SysWOW64 folder or you are using an inappropriate image. Try using QWORD (64-bit Value) instead of DWORD (32-bit Value) and / or background image with JPG extension with a size less than 256 KB, because in my opinion you are using Windows 7 64 bit, while SpaceRaiderTechie uses windows 7 32 bit and / or the image you are using does not have a JPG extension and / or the image you are using is larger than 256 KB. Hope this helps you
Warning: Using different type of registry means there is a chance you will corrupt your operating system, so before continue, make sure you have a backup of all registry
this just doesnt work for me. i do it with my sysWOW64 and it lets me use the oobe u have, but now i restarted it and it didnt work and now it works in 32 but has soooo much shit in the folders that are just numbers!!!!! D; fml

Worked fine on my win7 prorfessional machine, and btw the image was about 1.5 MB. However it doesn't work my win7 ultimate machine? Any suggestions?

i get to 'current version' but after that authentication doesn't appear?
the file must be 256kb and below and the name is "BackgroundDefault" and the file must be JPG
this is for the logon background image, NOT the desktop background image...
Or if you want to customize your desktop background the EASY way, just right click on the image, and hit "set as desktop background". :D

if you can't find the tools for Programdata just click the start menu and click the picture and click Change You Picture
