You get it after you crawl out of the landfill and sleep in your apartment. Check your outfit inventory :)

You automatically get the 'Bandage Wrapping' after 'The Heist' mission gets completed, and during 'Playing For Time' mission. It is not an actual piece of clothing, but a 'Special Outfit'. Check your inventory 😸
