honestly rico can talk, just not properly, he does say "kaboom?" so maybe he can talk, he just doesn't have much to say because he just really likes blowing things up he also clearly says eggnog and sings fish in an opera style

Rico was like that from them being little baby penguins, so I think, he developed living with the infection, which leads to him managing to have symptoms, but not being affected by loosing control over all those wild thoughts in his head, since he´s kinda really used to it and even takes advantage of it.

Rico is the only penguin that can speak human tongue since we've seen him say simple phrases to people through telephones and other things that require human voice to work so I'm his case I would say it is some kind of aphasia or a similarly working disability that makes it difficult to produce speech in his native language while he also has stuttering and cluttering in human tongue and since in their universe animals can understand human speech while humans can't understand animal speech it makes them not notice that he speaks a different language
