Huh? 3:8 is the same as 3/8th? Nope. Your line diagram with the red/blue marks actually show 11 lines, therefore the cordial (liqueur) is then 3/11 as a fraction, right?

Excellent question!
The amount of cordial is 3/8 of the water.
The amount of water is 8/3 of the cordial.
They are comparisons between two quantities.
