Far as I'm aware, scav aggro is based off "witnessing" the event or being close to other scavs who saw it happen. So if that scab wandered in from a far he wouldn't be aggro'd on you

I have -8 scav karma, i kill scavs by knifing them while they are alone away from every other scav in the raid. Every scav is aggressive to you as soon as you touch a good scav in any way. They will chase shots as well as screams
