FIXED - Cannot Change Desktop Background On Windows

If you are not able to change the desktop background (image) even when you go through the personalize procedure then there might be configurations on User Configuration - Administrative Templates.
To make changes there you should click:
Start - Run - GPEDIT.MSC - User Configuration - Administrative Templates - Desktop - Desktop - Desktop Wallpaper - Disable or Not Configured - Apply - Save.

It works only with the colors and when I try to change it to a picture(png)turns into black

doesnt work anyway i have only black background and i only can change to other colors example red blue white yellow and i cant change to an picture!!! help me please!!!!!

This video works if changing background is disabled in Group Policy. Your problem is probably different. Please share more information about the problem, for instance the OS, if there are any notifications, and so forth. And I will try to help you.
