Screen Is Stuck On Hi There After Factory Reset

I wanted to sell my pc so I factory reset it then it was stuck on hi there now I can’t get the mouse are keyboard to work. It cuts on but does nothing I tried everything but still no response guess it’s time for a new pc

When I factory reseted my pc I logged back in now I was stuck on hi there my keyboard and mouse wasn’t working until I got to reset page….update I’m now stuck on home login screen

When you cut of pc are computer start it up again and press shift are you can spam F11

Turn off First then turn on as it’s turning on spam shift
