Why chain shield at lvl4 sucks? It always gives shield to yourself. And what if enemies have Zarya?

The chain perma shield is nice but the damge to shields is problematic - usually you start your combo with the chains and at that point most people won't have their shield up.
If instead it made all KTZ's spells do extra damage to shields (similar to his 16) I think it could be better.

Personally I feel like the healing from the jar is more consistent even if it takes a while to get online plus like the other guy said people usually don't have a shield when you chain them they shield after the chain
