    You keep saying that your testing continuity between 3 and 4 but you are connecting the ohmmeter to ground. Wouldnt this be testing continuity between 3 and growd and separately testing 4 to ground? Or are you checking 3 to 4?

      The ring that reads the ignition key chip does Not need to be programmed.

      @ thank you so much, car would not start and read a bunch of stuff about the pats and that module. going to get a new one today. thank you for your quick reply!

    I was hoping for help. I've good voltage and grounds for both pcm and cluster. Power and ground at key transceiver. When I turn ignition on, no PATS light and 90% of instument cluster not on other that the battery, door ajar and Airbag lights. Cranks but not start, 2001 f150.
