I thought it was so they wouldn’t crush the equipment they brought with them, to lift the car, so they could remove the tires. Like, don’t criminals use a wheel jack or two to lift the car, since the axels might be set lower than the bottom of the car, but not brake the car’s axels, which might ramp up the charge of the felony and if they get caught, then have to pay whatever damages were to the car (which could be in the thousands).

A car must be elevated to get the tires and wheels off, and this is a dangerous task to attempt alone, especially when you're trying to do it quickly without getting caught. Thieves, therefore, work together to jack a car up onto a set of blocks.

I feel like cinder blocks are ways thieves did it in the past and cartoons. Nowadays they just leave an entire carjack
They put cars up on blocks like that so they can get their jack back. haha. Like Jazz said, if you're carrying AWAY tires, you can carry cinder blocks THERE (which are cheaper than a new jack, and DO weight less than a tire with its rim)
For the cinder block question if you put the cinder blocks underneath it not only makes it look like the owner did it and the cars leveled out so no ones going to be paying attention if they're driving by but let's be honest if you're going for all 4 tires or two you want the blocks down for stability while you're getting the other tires

I think the cinder blocks are so that it remains in position, so that it's easier to take the other wheels, if you don't put them then after removing all three wheels, the last one is gonna be supporting the weight of the rest of the car
