Almost all countries in Europe teach English from a very young age, it's just that Norwegian, Danish and Swedish are very close to English grammatically. Also English is more prevalent there in day to day life
Where I live in Portugal English is too very prevalent in day to day live as a lot of English speakers live and travel here and we learn English for 6 years or 10, if you don't choose French or German later. The only reason everyone thinks we can't speak is because we lie, when tourists ask for directions most of us tell "No speak Inglês" because they are bothersome, they are always asking questions at all time in any place.

I am Italian and I think I can explain why it is like this or at least why it is like this in Italy. from the last generation onwards it is true they cannot speak English very well but they can speak French very well, this is because many Italians went to work in France and therefore spoke mainly French, which is why they taught French at school. I wouldn't be surprised if it's also because English has a fair bit of similarity with the Germanic languages. While Italian of course has a lot of similarity with the Latin languages. Learning outside ones language group is a bit harder I think.

About northern and southern European english skills: In my experience it’s absolutely not that germans begin to speak sooner. Its just that the languages and especially the pronunciation are more similar. I’m German but I went to school in Spain. My classmates had some basic english in Kindergarten, I hadn’t. Still, it came so naturally to me that I could easily excel at the subject. Just because I roughly knew the english sounds and the grammatical structure from knowing german, two languages from a common origin. I even got a slight Spanish accent in my english because even the teachers were unable to pronounce it 100% right, but later RUclips fixed that xD
Funny because most people here in Austria have terrible accents when speaking english. The languages have the same germanic origin, yes. But "that´s it"...the pronounce in english is very different. Both south and north Europeans are taught English from an early age, at least in Portugal (I started when I was 10, but I think today, most start at kindergarten), nevertheless, we must take in account the fact that south Europeans speak Romance languages, while northern speak Germanic language’s (English is a Germanic language), so it’s much easier. For a Portuguese or a Spanish, is easier to speak really good French or Italian, while Northern Europeans have a harder time.

Honestly I'm with Drew, you shouldn't have to apologise for bad English nor should us English speakers mock people for not speaking it well. The fact of the matter is they are making the effort to learn and speak in our language so we should be a bit more respectful. I mean I couldn't even string a sentence together in Italian. Besides one of the things I think is best about the English language is even if the person uses all the words out of place you can generally get an idea of what they mean. No one complains about Yoda making no sense despite him using words in what English speakers would call the wrong order.

For the EU yes Kazakhstan can apply to join, same as the Caucuses countries. Also Morocco attempted to apply for the EU however no one took them seriously, not because of the fact their not into Europe but becose of how far they are from completing the "European Chapters" ( list of things that need to be done in order to be able to apply and then join, that's why Ukraine isn't able to join right away). Also there are disputes over should the norther African countries be able to apply, due to the fact that they have had close ties with the southern European countries ( I'm not talking about colonisation). However since none of the northern African countries are close to completing the European union chapters this issue isn't talked about much.

I speak dutch and french (native languages), as a Belgian woman. Anglo-Saxons languages have similarities that latins languages don't have with them. Same thing with latins languages in their parts. It facilitates or not the learning. Latins people are proud of their own languages too and don't like to see expansion of english. English is everywhere. I agree with them. How many foreign languages speak the British and the USers? ... =)
Scots and Northern Irish usually speak two languages. Southern US has a loooot of Spanish speakers. So it heavily depends in where in the British Isles and US you're looking at.

As a Flemish person if a person my age(31) or younger doesn't speak English I'll probably think they're not all there upstairs.

Both south and north Europeans are taught English from an early age, at least in Portugal (I started when I was 10, but I think today, most start at kindergarten), nevertheless, we must take in account the fact that south Europeans speak Romance languages, while northern speak Germanic language’s (English is a Germanic language), so it’s much easier. For a Portuguese or a Spanish, is easier to speak really good French or Italian, while Northern Europeans have a harder time.

Honestly I'm with Drew, you shouldn't have to apologise for bad English nor should us English speakers mock people for not speaking it well. The fact of the matter is they are making the effort to learn and speak in our language so we should be a bit more respectful. I mean I couldn't even string a sentence together in Italian.
Besides one of the things I think is best about the English language is even if the person uses all the words out of place you can generally get an idea of what they mean. No one complains about Yoda making no sense despite him using words in what English speakers would call the wrong order.

In almost every European country english is thaught from an early age. I live in Portugal and i started learning in school english when I was like 3-4 years old so normally people speak really well specially in the younger generations
