In this video or for this type of brushless alternator the pilot exciter is PMG (permanent magnet) but in some other types of alternators the residual magnetism is used for the pilot exciter, so it depends on the type of alternator.

the use of fuel depends upon the prime movers (an initial source of motive power) if the prime mover is an engine then definitely there will be the use of fuel and if the prime mover is Airflow or Water flow then there will be no need for it.
