We use to buy tires used from a company about $13 a tire back in 2010 but now it’s hard to get 14-17 size for cars . But we had to buy a truck load. Now mostly we sell new tires .
Used tire is a hard business in the sense of finding the inventory you want, unfortunately you really can’t just buy a specific tire most of the time it will be bundles with good and bad tires! $13 sounds like the tire must have been with a good amount of life left.

ALot of these tires come from tire shops, dealerships, car rental companies. All these places often times get tires that are in really good condition because customers either changed wheels to a new tire size, or simply because certain millage has been met, and they are required to change tires.

What do they do with shredded tires in your area? Are they sent to a pyrolysis recycling facility ? I am trying to set up a pyrolysis Tyre recycling center in Dominican Republic, need lot's of tires to have a continuous run of the facility. Right now i can not estimate how much waste tire there will in my local area before i actually start collecting them. Do you know how many tons of shredded tires can go inside of a 40 ft container? If it is around 20 ton then it might make sense to import from another location as well

You can try but technically you need a waste hauling permit at least in nevada and that is the "illegal" part.
