You then run over Portugal and puppet them. The Iberian Union event gives you a 25% chance they accept if they are independant but a 100% chance of they are your puppet. This way via the focus you get cores on Portugal.
You actually only need 2 points in a state to own it when the war starts, it will just give a couple (likely encircled) divisions to the other side in the territory
