Capitano might be a cryo catalyst depending on how you look at him, well I see him as one as he spawned a sword made of ice out of nowhere he might be like Childe.
I assume that it shows the amount of power/control they have over their region. We already know that archons get some power from the faith/control of their people or region. As if we were to compare the archons we can tell Mavuika has more control over her region. Venti: He has 0 control over his region. The only reason his hair glows is that his people have TONS of faith in him. Zhongli: Well this one is obvious. He has no control whatsoever within his region. But like venti, his people have faith in him. Raiden Shogun: Now this is where it gets hard. BUT she has multiple issues. She has almost 0 faith from her people as most of them just fear her. In her first story quest some of the clans were arguing/making a deal(?) And she didn't know in the slightest. She also does not have control over Watatsumi island for reasons you know why. Nahida: Ill make this quick. After her getting caged and escaping people still don't have the same amount of faith as an normal archon. She barely controls her region. And doesn't really control the dessert. Neuvillette: This one is more iffy (you know why if you've done the archon quest) But I assume his hair glows at that part because he's the Iudex of fontaine as he now has full control over the court system as the oratrice no longer functions. People have tons of faith in him because he has never got a different verdict from the oratrice (which to them symbolizes the truth and justice of the hydro archon) (Oh and if you bring up the Childe situation with the Oratrice, It doesn't count as Childe was infact not guilty but they needed him to stall the whale. This is pure speculation and I could be completely wrong.
