Killing a platoon of hackers

Cheating became a common Call of Duty problem. It's an everyday occurrence that Call of Duty players had to learn to live with. I wish all hacker encounters end up like this.
What do you guys think is needed to stop this infestation? I think a good anti cheat is not enough.
