The devs have talked about it a bit in various places (including in-game commentary).
Also, the L4D1 motifs got reused but restyled with new instrumentation & production to suit the new settings of the sequel.

It's in my name, it's in my brand. TF2 has been my everything, and boasting a lifeless 8000 hours (and counting) into the game, it's great to see more people take a serious whack at the musical composition of the game. It's catchy, it's punchy, it's both chaos and beautifully orchestrated harmony. If there's more TF2 coming down the pipeline for Charles, I'd ask him to take a look at the more character focused themes. Right Behind You, More Gun, Drums of War, and the (unfortunately) latest addition of Jungle Inferno. All of these deserve their own breakdowns!

Something I learned from listening to soundtracks, either film or games is that they usually, not always, will create a theme, or maybe a couple themes and the whole soundtrack will be those themes played in different ways, maybe in different keys, or different instrumentalisations etc. But it creates a sense of audio cohesion with whatever media they are apart of.
