On 6/8/2021 at approximately 1606 hours, I, TFC Moore, had finished pumping gas when Troop D Communications Center informed several posts of an agency assist for Troup County. Dispatch stated that Troup County Deputies were pursuing a black BMW south on I-185 near mile marker 40. I informed the Communication Center that I was going to set up at mile marker 15 to assist Troup County if the pursuit made it to my location. Although I informed dispatch that I was going to set up at mile marker 15, I meant mile marker 14. Dispatch stated that stop sticks were being set up at the 19 mile maker. I pulled to the right shoulder of the roadway and waited to see if the pursuit would make it down to my location. The vehicle involved in this incident was a BMW 545i bearing Georgia plate RZB9123. The driver was identified, after the incident, as Mr. Kevin Caldwell DOB While waiting to see how the pursuit developed, I was contacted by TFC3 Brad Turner, who provided an update on the pursuit, since he had direct radio communication with Troup County deputies. Dispatch stated that stop sticks had been deployed at mile marker 19 and that the vehicle was continuing south on I-185. Shortly after this, MCO2 JD Roberson radioed dispatch that he had visual of the pursuit. Officer Roberson relayed information to me about the pursuit and advised me on when to enter the pursuit. As I saw the pursuit approaching in my rear-view mirror, I notified dispatch and asked them why Troup County deputies were pursuing the violator. Dispatch informed me that Troup County was pursuing the vehicle for failing to stop for a traffic stop. As I entered the pursuit at I-185 mile marker 14, Troup County was close behind Mr. Caldwell and approaching heavy traffic. Due to this, I was unable to take primary. Mr. Caldwell drove at high rates of speed putting other motorists in danger of receiving serious injuries. Around the 12 mile marker it began to rain slightly and then the rain quickly increased in intensity. Despite the horrible roadway conditions, Mr. Caldwell continued fleeing at an excessive rate of speed. During this time, Troup County deputies were unable to conduct the Precision Immobilization Technique (PIT). Around mile marker 10, Mr. Caldwell was in the left lane and both Troup County deputies moved to the center lane. After the deputies yielded to me, I increased my speed and took primary. Once I took primary, Mr. Caldwell increased speed to 115 mph and started weaving in and out of traffic. At one point, the driver almost crashed into a vehicle. As I pursued the fleeing vehicle, waves of water from Mr. Caldwell’s car kept hitting my windshield, limiting my field of view. As traffic opened, I set up to PIT the fleeing vehicle, but decided against it because traffic was still not optimal. I considered the PIT maneuver because it was the most optimal pursuit ending technique that would terminate the pursuit and protect the public. A short time later, I saw an opening for a PIT that would keep innocent motorists from injury. I placed my left driver side bumper on Mr. Caldwell’s rear right passenger side and conducted the PIT. While attempting the PIT, Mr. Caldwell slammed on his brakes, and I had to hit my brakes during the PIT maneuver. The PIT was unsuccessful due to the Mr. Caldwell’s steering input and traction control on his vehicle. The PIT caused the violator’s vehicle to veer to the right lane. I continued to pursue the vehicle as the vehicle traveled toward the right lane. I quickly attempted to PIT the vehicle again, but I did not have enough speed and ended up making contact with the rear of Mr. Caldwell’s vehicle with my front push bumper. Mr. Caldwell exited I-185 at Macon Rd at a high rate of speed. When the vehicle veered towards the right, near the bottom of the exit ramp, I planned to attempt a PIT as Mr. Caldwell made the turn. However, Mr. Caldwell’s vehicle traveled over the raised concrete median at a high rate of speed. After traveling over the raised median, Mr. Caldwell struck a vehicle from the oncoming lane of travel. I drove my patrol car over the raised median and the left side of my push bumper made contact with Mr. Caldwell’s right passenger side to prevent him from utilizing his vehicle to flee. As I looked out my driver window at Mr. Caldwell, I saw Mr. Caldwell bending down and reaching for something. This was very strange and not typical behavior from a suspect. Mr. Caldwell was not trying to drive off or exit the vehicle to flee on foot, but instead Mr. Caldwell was reaching down. While I was attempting to get out of my vehicle, I saw Mr. Caldwell rise back up and raise a gun in his hand. Mr. Caldwell started pointing the gun in my direction and I was in fear for my life. I exited my vehicle as fast as I could, drew my duty weapon, a Glock 45, and fired my weapon towards Mr. Caldwell, while moving back nervously. Where I was located, in a narrow area between Mr. Caldwell’s vehicle and my vehicle, there was no cover or concealment. I felt like I was an easy target and the distance between Mr. Caldwell and me was mere feet. I believed Mr. Caldwell had a great advantage due to me being in his direct line of fire as he pointed his weapon back at me and I attempted to get to cover. I kept moving to make it harder for Mr. Caldwell to have an easy target to kill. My use of deadly force was intended to protect myself, third-parties, and to affect the arrest. Initially, I moved back and towards the left, behind Mr. Caldwell’s car, due to the direction I believed his rounds would be heading. As I continued returning gunfire, I realized I was in a poor position and headed for better cover behind the rear of my patrol car. As I moved backwards and sideways, I stumbled and somehow my magazine dropped from my weapon. I regained my balance, kept moving, and attempted to reload my Glock 45. I had difficulty reloading my magazine due to our department swapping to a new magazine pouch setup. In order to reload my weapon, I had to take my eyes off the area where I last saw Mr. Caldwell, look down, pull out my magazine, and reload on the move. After inserting the second magazine into my duty weapon, I maneuvered around the rear of my patrol car and to the passenger side. I pied off my patrol car, before seeing and hearing other officers helping to control the scene. Officer Roberson informed me to move back, and we pied off Mr. Caldwell’s vehicle from the passenger side of my vehicle, while other officers approached Mr. Caldwell’s vehicle from the driver side. I informed the other officers that I could see Mr. Caldwell somewhat slumped over in the driver seat. I did not return any gunfire once I observed that Mr. Caldwell did not still have a weapon. Other officers removed Mr. Caldwell out of the vehicle without incident and began to render medical aid. Mr. Caldwell’s gun was removed from the vehicle and placed on the ground. An officer on scene put a crate on top of Mr. Caldwell’s gun to secure it. Mr. Caldwell was transported to Midtown Medical by Muscogee EMS.
it took me minutes to read the part where the officer got out of the car and was between the cars and changed his magazine, but in the video it was only a couple of seconds. that is one fine officer. job well done protecting yourself and others as well as securing the bad guy. @@eddieperez8111 It does depend upon the precinct. But I was in court for a minor traffic violation (first in 30 years) and the staff was very accommodating. I told them in passing how great it would be... and they said they do them all the time! I filled out the paperwork for a background check and an officer contacted me about a week or so later to schedule. I brought them all breakfast pastries that day so they could all enjoy and I saw the ins and outs of their daily patrols, tracking, protocols, some pullovers, etc. There was SO much that went into it... Id highly recommend it. It really gives you perspective on what they go through every day. Id recommend you call your local courthouses as that's where I signed up. If they don't have the program, I'm sure they could direct you to a close one that does. Good luck!!!

Why do the police cars NOT have RainX on their windows? The harder it rains the better it works. Majority of the time, wipers aren't even required. All my cars have it, my kids have it on their windows. It's a safety thing. It should be required on police vehicles.
Same reason most of us stopped using it. It causes extreme glare on dry days, and if you don't apply it every couple of weeks, it becomes a streaky mess in the rain.

It wasn’t the worst decision if you aren’t that good at reversing especially under pressure, some people get anxious backing out of a drive way onto a street with oncoming traffic, that’s why I hate those houses on public streets, no safety or privacy.
There were cars right behind her that didn’t allow her to back up. They didn’t get what was going on until they saw her sprint past them, then they put it in reverse.
It was the worst decision. She was safer ducking below the windshield in her car than running around in the street with no cover. The firefighter was over and obviously she made it out of there by running, it still wasn’t the smartest move.
She was probably driving a stolen vehicle and knew she didn't want to get caught up in that mess, easier to just ditch the car there and GTFO the area.

@@eddieperez8111 It does depend upon the precinct. But I was in court for a minor traffic violation (first in 30 years) and the staff was very accommodating. I told them in passing how great it would be... and they said they do them all the time! I filled out the paperwork for a background check and an officer contacted me about a week or so later to schedule. I brought them all breakfast pastries that day so they could all enjoy and I saw the ins and outs of their daily patrols, tracking, protocols, some pullovers, etc. There was SO much that went into it... Id highly recommend it. It really gives you perspective on what they go through every day.
Id recommend you call your local courthouses as that's where I signed up. If they don't have the program, I'm sure they could direct you to a close one that does. Good luck!!!

Why do the police cars NOT have RainX on their windows? The harder it rains the better it works. Majority of the time, wipers aren't even required. All my cars have it, my kids have it on their windows. It's a safety thing. It should be required on police vehicles.
Same reason most of us stopped using it. It causes extreme glare on dry days, and if you don't apply it every couple of weeks, it becomes a streaky mess in the rain.

It wasn’t the worst decision if you aren’t that good at reversing especially under pressure, some people get anxious backing out of a drive way onto a street with oncoming traffic, that’s why I hate those houses on public streets, no safety or privacy.
There were cars right behind her that didn’t allow her to back up. They didn’t get what was going on until they saw her sprint past them, then they put it in reverse.

It was the worst decision. She was safer ducking below the windshield in her car than running around in the street with no cover. The firefighter was over and obviously she made it out of there by running, it still wasn’t the smartest move.
