Thank you for sharing the presentation!
In 19:53 the merit-order procedure will only work if for all higher cost generators P_min = 0.
If some generators are forced to run, with possibly higher costs, the problem gets already a bit more complicated.

Can we solve AC OPF using meta heuristic techniques like PSO ,GWO, GA,?

Yes but the final solution is not optimal with meta heuristics

So many research papers have done that. However, most metaheuristics suffer from “dimensional curse” and the computational speed is relatively low. Besides, we cannot prove the optimality of metaheuristics. So for your questions, my opinion is that it depends on your requirements. If you focus on the OPF problem itself, e.g. to improve the accuracy/computational efficiency/feasibility, etc, then you cannot use metaheuristics. While if you use OPF as a tool, for instance, to integrate uncertainty renewable energy, then metaheuristics may be acceptable.

@@duofang3366 If using OPF as tool for Demand side management optimization, can we use meta heuristic techniques? Can you suggest something else,, please.

There is a poor way of making a clear story with the mathematics. You are missing basic node design. Show what the solver solves! Explain what is this solver about, etc... What are the purposes. It is unclear and unstructured course that is why people do not interact much in the audience. You go to much in details where you should not. You can see the audience is confused and do not react spontaneously.
