In the Sims 4 the wall heights have to be set per level, eg. You could have high walls on the lower level then the next level up have low walls etc.
So unfortunately no, you can't have different wall heights per room on the same level :( still a great new feature though! x

Those base game windows were actually small when the game is first released. They became large in a few patches...

I had the same thoughts about The Sims 4.. I don't think I will ever get it unless it's on sale or something lol. I hate loading screens and there's not much out for it yet soo I'm just gonna enjoy TS3 and expand my content for that.

I could never build an amazing house like that in ts3 for 2 reasons.
1) I can't build to save my life
2) the horrendous amount of lag in my game
