When I worked at Fluke (and throughout my Navy career)I had to re-work many chip solder joints and the single best way I've found is to use a flat angle-tip soldering iron and lots of rosin flux with just a dab of solder while you're running along the chip leads/lands and it should reflow every joint uniformly and without bridging.
@thetunerdude where are you located and how much would you charge to do this on my rig? My tach has been sticking but I’m sure will eventually stop completely like yours. I don’t have the time or skills to do this myself either.

How do you get the outside temp on you instrument cluster?
I'm wondering the same. I have a 2006 with the 5.9 and the temp display is up on the ceiling

When u install the cluster u have to disconnect the battery???
