usually the hot springs are nude only. just fyi, not sure if a stream is smart xD but yeah its not all of them, there are tourist aimed ones that allow swimwear. no streaming i think. and the naked ones allow towels provided by them, so you can be covered theres just no swimwear underneath
@kenshin1368 there's plenty of onsens that do have them specifically for in water wear. Like that's specifically what they're there for, and they're put out next to he Water for you to put on when getting out of the robe you have

I've never seen anyone wear a full towel in the onsen and only seen a couple people cover their groin with a small towel as they get in the water. You don't really wear the towels. Some will have a little hand sized 'privacy towel' but you're not really supposed to put it in the water
