Although he could have said it nicer, I understand why All Might said he couldn't become a hero. Deku said it himself in the anime that during the USJ attack, he realised what they were up against. The villains are no joke and it would be extremely dangerous for someone even with a quirk. All Might was simply protecting him and even said other options that are similar just not the same.

HEADCANNON: because of his love for hero’s I believe he was completely forced or ostracised, degraded and tortured to the point his mind collapses and he ends up being so unwillingly depressed he has no choice but to turn to the other side, Not only that but he needed the money for his mother and himself but after doing the jobs he was asked to do he parts away (or atleast tries to). The LOV doesn’t let him go as they needed him due to his strategic mind. He gets sucked into the villain world and because of him being quirk less he has no other choice than to follow the villains will
