cus hes the fricking emperor, remember this is 1947 Japan, one and a half years ago Japanese soldiers would do banzai charges which where technically suicide charges under the name of the emperor and his Japan, there people would proudly use themselves as ammunition, literal man made rockets *(Yokosuka MXY-7 Ohka)* which where controlled by a single Japanese soldier, the emperor was a deity figure to the people of Japan and now some rag tag no name civilian is standing in front of the most praised / important man of there country, of course hes gonna bow like 1 million times.
