I know for a fact that there's an exploitable flaw in the the way random nations are implemented. The random algorithm is likely based on a system variable in combination with the color the player is using. Both can be accessed and changed.
Yup, you are correct. Random is not random. If one player is a certain nation, the other player will be 1 of 2 nations. This was way back since vanilla RoN, but it may have been tweaked since T&P.
