@kevin190499 it uses the same level format as the NES version, although objects and sprites in a certain row (E if I remember right) are 3 bytes long instead of 2 as one of the byte's hi and lo nibbles are spread out for some reason.
There is a program called Lunar Magic that you can use to edit levels in Super Mario World. The hardest part I would say is finding a working Super Mario World Rom. Good luck to ya!

Hmm. The SMB1 stages had some creative difficulty to them. However, the SMB3 ones... looked a lot more lazy, just keeping in old elements of the level and moving them slightly, or adding various other things. Heck, 1-3 had what... a few coins and two enemies added? And 1-Mini wasn't really changed much either. I hope more work was done on these; after seeing SMB1's levels, I was really hoping for some creative stuff with suits and the new elements in SMB3!

Most SMW ROM Hacks tend to neglect Luigi as many players almost never play the 2 Player Mode, so playing the 2 Player Mode in ROM Hacks will give you Luigi unchanged if Mario is left untouched, or a glitched version of the Player character if Mario is changed completely and no proper work is done on Player 2.

You can use Super Mario Bros X, it’s not this where you hack, but a game with Level Editor that has Mario All Stars materials.

why do the SMB 3 rom hacks seem so forgiving when compared to the SMB rom hacks
The smb3 discombobulator actually works on the .SMC rom.
You make sure you test after every edit, and back up your rim a lot.
Higan and BizHawk are better choices, but if the custom music used crashes those emulators, use SNES9x 1.51 or ZSNES 1.51. Preferably SNES9x 1.51.
