The whistle could have been B/O, the solenoid for the whistle quite often gets gummed up with dirt. There is even a rule in the rule book to cover a busted whistle. Don't always be so quick to blame the crew.
JayJr2007 not required to by rule. CROR 14(r) says all that is required is to ring the bell and not exceed 25 MPH at all public crossings not protected by automatic warning devices.
Andrew, that is NOT correct. You should pull out your CROR and give it another read. At a crossing with protection, even if your horn, bell and lights have all failed, you don't have to slow down. No headlights/ditchlights at an unprotected crossing is 10mph. No horn is 25mph. So, no horn and no lights would still boil down to 10mph. Canada's rules are written for the horn and lights to be more of an added protection rather than a necessity like the US rules.
I don't see any signals pointing at the oncoming train, the one for the switch is probably back before the curve before the video started. Same with the crossing, or it may be an exempt private crossing.

The Holmur crossing was not protected by lights or gates so they should have stopped and flagged it.
