Their is a thing I call powerup combo and you can get what it means
Best power up combo for mobility: caffeinated, dash through walls, and teleport boomerang
Best power up combo for attacking: multi-boomerang, explosive boomerang, and fire boomerang

You got one thing kinda wrong;
If you have the setting where it makes it fair by giving a losing player a shield you can have 4 power ups
