They're designed to slow down traffic and discourage 'boy racers' from speeding down narrow country roads and stuff like that. The sign with the two arrows shows which direction has priority.

The graphics made a pretty big jump since the last update, can't wait to play this. Not sure about the level design tho?? Maybe brush up on that
