My idea for Rexxar's Gift would be: Hunter's Mark, Tracking and Kill Command. I think all of them give you good options and fulfill entirely different purpose.
I think for Hunter's gift, I would keep deadly shot but make it two Mana, then I'd put unleash the hounds and probably eaglehorn bow. Those are more iconic to me than explosive shot and quick shot
Valeera's feels good in Cutlass rogue, but maybe that's just because i'm bad at the game. Poison is the main go-to but Fan of Knives clears boards in a pinch, the 1 mana tax doesn't matter that much for Fan since at 3 mana you're not playing much anyway and in the late game if you're not too far behind you just need to play 1 card a turn to swing, so the 1 mana tax isn't that bad
Malfurions Gift is the most powerful, and a big part of why Druid is so good in Standard. Having access to 3 mana Wild Growth or 4 mana Swipe is huge flexibility. Really it’s that it gives spell damage Druid an extra two swipes.
Gul'dan's gift was played as a two of in the most popular tier 1 deck at one point in time during last expansion; Wheel Warlock (At least on its most popular list). Was kind of surprised that you never saw it since aside from Garrosh's Gift, it was the gift I saw the most of.
Uthers gift does have some utility in Reno pally because it gives you an extra copy of equality/city tax. Kind of like the flurgl/tox/draw 2 murlocs package. But then again you so have other more efficient board control tools like the 3 mana 3/2 guy/the deal 3 to all enemies spell. I was running all of those in my infinite undatakah paladin as I needed to save an extra equality to make undatakah 1hp if possible.
Okay, hear me out, Arthas' Gift I think has some serious potential for one main reason: it's two procs in one for Deathchiller. Like you said, it missed its time when FFF DK was a thing. Such a shame, it was kind of a decent deck in Wild too at one point.
i think twisting nether should be buffed to erase minions and their deathrattles similar to "send all minions to the twisting nether" in Sargeras' ability
I run two copies of garrosh's gift in my (standard) armor warrior deck so I can have four copies of shield block. I thought the dk gift would be good, especially since it lets you play cards from runes that your deck normally can't play, but it was a dead card every time I drew it when I put it in my decks, it never felt good with death strike being the best in most cases when I could just play a better healing card.
I don't disagree that these cards aren't high above the power curve, even anduin's gift, but i think you left out the reason they see play, and misevaluated them. If you're dead to board, having a board clear is worth infinite mana as long as you can cast it. The point of these is that 1 mana is often worth answering different situations. I'd much rather have a gift that saves me or finds lethal than a more valuable spell that doesn't. And Anduin's gift is incredible at that role. Running mind control in 2024 would be a joke. But transforming my PWS into a game winning MC on a Titan is how you outplay people.

The unfortunate reality of Rexxar’s gift imo is that it could never be good. All of the gifts are comprised of spells from the original classic set for each class and all of Hunter’s spells from classic suck ass. There’s no good ones.
Of course rexxars gift is the worst fucking one y'know why would they give hunter fucking anything its not like its a really cool class conceptually that has plenty of potential for thematic, cool, and unique cards no fuck that

Gul'dan's Gift was actually played in Wheel Warlock to delay another turn with Twisting Nether.
Standard Wheellock ran Gul'dan's gift so you could run six unconditional boardclears.
