I dont buy it. In the literal lore of the show Hell has been defenceless until recent. An uprising was being threatened but Hell had no weapons to actually threaten heaven or its people. Angels are immune to everything save their own angelic armaments. She didnt order defense, she condoned and promoted butchery. She believes she is right and apathetic, or worse melicious, towards anyone not in her tribe
You can tell she cares, she's not evil. She calls Adam out on his fucked up manipulation and she worries for Emilys safety. She's not a villain, she's an enabler, overlooking great wrongs for a "greater good"
From what i gathered, adam was the one who suggested the yearly extermination and she said it was to stop the uprising. I believe she was worried about heaven and the other beings under her care and took the extermination because she didn't know any better. I have this weird theory that Sera never went down to hell just know something was a miss and sent adam to investigate. Seeing hell becoming better adam felt angry and suggested the extermination as revenge against his former wife

To be fair, Sera sounds like she was stuck between a rock and a hard place. When something as big as hell is uprising, there really is no other choice. She probably thought nobody in hell would be interested in or if it was even possible for redemption. She really didn't have much of a choice.

I think the original reason was because each eye could see different things and across different points in Time, knowing a lot about what is happening and what will happen is also considered terrifying as it means you can't hide yourself or your intentions.

Considering Roo (Root of Evil) is possibly the reason why evil existed in the first place, I think the exterminations were done to prevent Roo from gaining a large enough army to overthrow Heaven if she returns.
Her face when Sir Pentious appears in front of her is not horror because she was proved wrong. It's the look of someone who just realised they have been slaughtering millions of potentially redeemable souls without knowing so.

I’m not sure but I get the feeling that there is more going on that we the audience are not being told. I feel as as though Sera wanted to explain more but didn’t have the chance. Either that or there is an unknown plot device that is forcing Sera to be quiet. The writing for the show has been brilliant and I highly doubt the writers just “accidentally” forgot to answer such a major plot hole.
I just realized an idea for a dark and gritty fanfic that I won't write involving a human soul who's a devoted christian, whom upon seeing this heaven (its messed up standards, Adam being a douche despite him being an angel, etc), felt betrayed by God, essentially going through something akin to grief and in a fit of rage and insanity goes on a killing spree to destroy Heaven (think of it as like Postal 1/Redux with a bit of Undertale Genocide and the second half of Spec Ops: The Line). The story could be narrated like the "war journals" from Postal 1/Redux where he believes he's doing something good, with his insanity only becoming more prevalent in his narration as the story goes on (to the point of even enjoying the carnage while still calling it "justice" and overall being more brutal). By the end, he would go to the last place in Heaven where God is hiding and he expects some huge confrontation with him but instead of meeting him directly he's put through a series of nightmarish visions of all the horrible things he's done which causes him to break down, heavily implying to be from God himself (kind of inspired by the ending of Postal Redux and the Ghost of Christmas Yet To Come from A Christmas Carol but leaning more heavily on the horror side).
Sera should be ASHAMED of herself. Heaven should NOT be feared, yes they were afraid of hell, but they also came what hell is afraid of, it's ok to be scared but it's NOT ok to be what someone else is scared of. Hell has souls to protect as well.

Sera's problem is somewhere along the way she strayed from the path of Righteousness and has become SELF-righteous without even knowing. Now so caught up in her own self righteousness and being called on it, she's blinded herself. She is set in HER beliefs and her convictions

In general, the plot here is like about a mother who raised her daughter alone, while her husband left her. And then Lucifer and others revealed that she has a daughter with him. And in general, yes, the image of Lucifer is made too positive, I would like him to really be like Zeus or Sun Wukong. That is, he seems to have done a lot of terrible and negative things, well, it's really better if Viv showed him as an already fallen Proud Angel, disappointed in everything, disappointed in life, in demons, in angels, in humans, but who at the same time tries to save face in front of his restless daughter and domineering newfound wife, while having not the best relationship with them, because of all his pride, he is not particularly eager to do anything and do business, but now Lilith may have power that she didn't have when she was with Adam, but she still doesn't like Luci's attitude towards her. I am FASCINATED by Sera's character. Always love me a good morally gray character. REALLY wanna see more of her, and find out what her deal is in Season 2. She's undeniably a massive coward, but I do wonder just how much legitimacy there is to her fears of Hell's uprising, if there really is an argument to exterminations being necessary (Though I kinda suspect Adam has his own agenda on suggesting them anyway, given how selfish he is. And I suspect there was manipulation on his part involved to get Sera to agree with them.) I kinda hope this doesn't lead to her being villainized, though. We have enough villainous characters in Hazbin already, it's nice to have someone who's neither fully good nor fully bad.

I can’t tell you how relieved I was that Viv didn’t go with “all angels are evil” route. Just like in Hell, there are those that are despicable (Adam), those who are pure good (Emily), and those in a gray area (Sera). It makes the plot and characters much more complex, and prevents the series from looking like just an edgy middle finger to religious people.
I don’t know if I’m crazy for thinking this, but it’s interesting that not even the angels knows how a soul can reach heaven. It gives the idea that only God itself knows how his creation (reality) works, while everyone else try to understand it.

Well, (if I recall correctly) in the Bible because of the first sin (Adam and Eve eating from forbidden fruit) the Heaven's gate was closed for every soul until Jesus Christ died, he then went to Hell to get all the souls (or all the souls that deserve it I don't remember) to Heaven. So probably because Adam was first man he became first soul

I’m not sure but I get the feeling that there is more going on that we the audience are not being told. I feel as as though Sera wanted to explain more but didn’t have the chance. Either that or there is an unknown plot device that is forcing Sera to be quiet. The writing for the show has been brilliant and I highly doubt the writers just “accidentally” forgot to answer such a major plot hole.

I just realized an idea for a dark and gritty fanfic that I won't write involving a human soul who's a devoted christian, whom upon seeing this heaven (its messed up standards, Adam being a douche despite him being an angel, etc), felt betrayed by God, essentially going through something akin to grief and in a fit of rage and insanity goes on a killing spree to destroy Heaven (think of it as like Postal 1/Redux with a bit of Undertale Genocide and the second half of Spec Ops: The Line). The story could be narrated like the "war journals" from Postal 1/Redux where he believes he's doing something good, with his insanity only becoming more prevalent in his narration as the story goes on (to the point of even enjoying the carnage while still calling it "justice" and overall being more brutal). By the end, he would go to the last place in Heaven where God is hiding and he expects some huge confrontation with him but instead of meeting him directly he's put through a series of nightmarish visions of all the horrible things he's done which causes him to break down, heavily implying to be from God himself (kind of inspired by the ending of Postal Redux and the Ghost of Christmas Yet To Come from A Christmas Carol but leaning more heavily on the horror side).

I am FASCINATED by Sera's character. Always love me a good morally gray character. REALLY wanna see more of her, and find out what her deal is in Season 2. She's undeniably a massive coward, but I do wonder just how much legitimacy there is to her fears of Hell's uprising, if there really is an argument to exterminations being necessary (Though I kinda suspect Adam has his own agenda on suggesting them anyway, given how selfish he is. And I suspect there was manipulation on his part involved to get Sera to agree with them.) I kinda hope this doesn't lead to her being villainized, though. We have enough villainous characters in Hazbin already, it's nice to have someone who's neither fully good nor fully bad.

I can’t tell you how relieved I was that Viv didn’t go with “all angels are evil” route. Just like in Hell, there are those that are despicable (Adam), those who are pure good (Emily), and those in a gray area (Sera). It makes the plot and characters much more complex, and prevents the series from looking like just an edgy middle finger to religious people.

It gives the idea that only God itself knows how his creation (reality) works, while everyone else try to understand it.

No one in hell is a good person: Angel was mob boss, Alastor was a serial killer, Valentino was a rapist, Rosie was a cannibal, and the list goes on. Given the chance, if Hell grew too strong then they would GLADLY storm down Heaven's gates and gleefully massacre everyone inside. What was Sera supposed to do? Go down there and try to "politely" talk the sinners out of violence? Well, (if I recall correctly) in the Bible because of the first sin (Adam and Eve eating from forbidden fruit) the Heaven's gate was closed for every soul until Jesus Christ died, he then went to Hell to get all the souls (or all the souls that deserve it I don't remember) to Heaven.
